Comment moderation means approve blogger blog comments and it also helps to avoid spam comments, abuse languages etc.. So we control comment moderation in blogger blog.
Step 1: Go to Blogger Settings and Click Posts, Comments and Sharing Option then click Always in Comment Moderation? Option.
Step 3: See the Light Orange line above the comment box. This is Comment Approval message.
